I think Sarah was one of three children born before their parents marriage, but Thomas Garrat's profession was 'nailer' so I'm guessing they were too poor to afford the marriage fee, and they were possibly baptised out of the parish of Rowley Regis to avoid, or maybe because of, scandal. Obviously this is speculation, but I can't find any other Garratt's in Rowley Regis or nearby of the right date.
